This report summarises the results of the monitoring process developed by the Department of Training and Employment with the Training Accreditation Council, to assess the progress made by Registered Training Organisations (RTOs) in the implementation of the Australian Recognition Framework (ARF). The monitoring strategy took the form of quality assurance site visits and a telephone survey: 50 site visits and telephone surveys of 300 RTOs, 15 Industry Training Councils and 32 other Industry Organisations. The monitoring process also offered respondents the opportunity to provide qualitative comments on the ARF and its implementation.

The results indicate that the ARF-based quality assurance and recognition system is seen as a positive model for the training industry in WA, although its complexity and the subsequent implementation issues have led to variable levels of understanding and some dissatisfaction in the early stages. Overall, general awareness of each of the components of the ARF was high among both RTOs and industry organisations sampled. Show less
